College/Department Information
Located conveniently in Augusta's downtown medical community, Georgia War Veterans Nursing Home provides continuous professional nursing care to veterans of Georgia who have served in the armed forces during war times. The home is owned and funded by the Georgia Department of Veterans Service and operated through an interagency agreement with Augusta University. Through this association, Georgia War Veterans Nursing Home is considered a leader in the area of geriatric educational training for Augusta University.
Job Summary
Responsible for managing the day-to-day administration and long- term managerial planning of the nursing home. To include: budget administration, accounting, procurement/financial compliance by operational and support entities. Directs all business office management to include support of all departmental operations. Monitors budgets, expenses: submit and approve purchasing requests. Manages and protects patient funds; directs all aspects of billing and accounting for collection of the resident fee and all activities related to the processing of monthly invoices, collection and debt recovery; oversees non- appropriated fund accounts. Reviews and authorizes expenditures, establishes accounts. Oversees reconciliation of books with computer statements. Prepares and interprets financial statements and reports for both Augusta University and Veterans Administration officials.
Responsibilities
The duties include, but are not limited to:
ASSUMES ADMINISTRATIVE RESPONSIBILITY FOR ALL SERVICES BY THE BUSINESS OFFICE: Assumes administrative responsibility for all services provided by the Business Office, to include the maintenance of patient fund accounts, directs all aspects of billing (including charges, refunds and waivers), accounting, processing of all procurement, supplies/equipment distribution, inventory management & other business-related services.
RESPONSIBLE FOR THE REVIEW AND MAINTENANCE: Responsible for the review & maintenance of all policies and procedures related to business services. Writes policies & procedures for the Business Office to ensure compliance with long-term care federal, state & The Joint Commission regulatory mandates.
ENSURE DEPARTMENTAL COMPLIANCE: Ensures departmental compliance with the facility's mission, to include participation in the facility's performance improvement program.
MANAGES SPECIAL PROJECTS: Manages special projects and performs other related duties as required.
MANAGES ALL PERSONNEL FUNCTIONS OF THE BUSINESS OFFICE: Manages all personnel functions of the Business Office to include the development of job descriptions, appraisal of employee performance, training, staffing & interpretation of personnel policies & procedures: counsels staff to resolve problems; review and approve time in OneUSG Time & Absence System for staff; monitors compliance with expected standards & procedures; delegates assignments & reviews result of work performed by all office staff
WORKS WITH THE EXECUTIVE DIRECTOR, ASSOCIATE DIRECTOR, AND UNIVERSITY BUDGET STAFF: Works with the Executive Director, Associate Director, and university budget staff to develop the organization's budget. Monitor organizational spending to ensure that it is within budget. Process budget moves as needed throughout the fiscal year.
REVIEWS, AUTHORIZES SUPPLY, AND EQUIPMENT EXPENDITURES: Reviews & authorizes supply & equipment expenditures as requested by other facility departments, considering budget restrictions, need or item(s), and state purchasing procedures. Ensures compliance with all departments with budgetary limits & state purchasing guidelines. Consults with all department heads regarding these issues.
PREPARES NUMBEROUS EXPENSES/COST REPORTS: Prepares numerous expenses/cost reports for both state & federal agencies by overseeing the reconciliation & distribution of expense reports. Analyzes & interprets results to administrators, state & federal agencies. Prepares for periodic financial audits by state & federal authorities. Responds to inspection team questions & concerns
SERVES AS FACILITY PROPERTY CONTROL OFFICER: Serves as facility property control officer in directing inventory management program to ensure complete facility compliance with state inventory requirements. Establishes policies/procedures for maintaining accurate inventory records. Reviews all inventory findings for reporting to Administration & the Department of Veterans Services.
ASSISTS IN THE ADMINISTERING OF DAY-TO-DAY OPERATIONS: Assists in the administering of day-to-day operations of the facility in the absence of the Associate Director and Executive Director, to include being available on an on-call basis as needed.
DIRECTS EQUIPMENT PURCHASES AND MONITORS PROJECTS: Directs equipment purchases & monitors projects for facility improvement. Serves as liaison with purchasing buyers & vendors in obtaining desired equipment/services.
MONITORS AND MAINTAINS PROCEDURAL COMPLIANCE: Monitors/maintains procedural compliance for all facility contracts. Provides specifications for the development of new or revised contracts.
OTHER DUTIES: Perform all other job-related duties as assigned.
Required Qualifications
Bachelor's degree from an accredited college or university in business, management, health administration, accounting, or finance.
Preferred Qualifications
Master's degree in Science from an accredited college or university in accounting, finance, business, or a relevant field preferred.
Preferred Experience
Three years of experience in office management, preferably in a healthcare institution, including supervisory hiring/firing background; working with government (federal and state) agencies; and property control and records management. A Nursing Home Administrator License is desirable.

KNOWLEDGE
Proficient in Microsoft Office and other computer software/databases.

Excellent interpersonal, verbal, and written communication skills.

Shift/Salary/Benefits
Shift: Days/M-F (Work outside of normal business hours may be required)
Pay Band: B10
Salary to be commensurate with qualifications of the selected candidate within the established range (generally minimum midpoint) of the position.
